Owners, officers, or agents of cotton warehouses, ginneries, mills, or any place where cotton is stored, and anyone who owns or holds cotton (or their agents), must give full and correct information about the grades and staple length of the cotton they have when the Secretary of Agriculture or a Department employee sent by the Secretary asks. They must also let that person examine and classify samples of the cotton. The request can be made in person or in writing; if in writing it will be sent by registered or certified mail and the mail receipt is proof of the request. If someone refuses, willfully neglects to answer, gives false answers, or won’t allow the inspection, they can be charged with a misdemeanor and, if convicted, fined not less than $300 and not more than $1,000.
