The Secretary of Agriculture can make rules to carry out this chapter. The Secretary can work with federal, state, territorial, District of Columbia, local agencies, or private people and can ask any federal agency for help. The Secretary can hire, fire, and set pay for staff as allowed by law. The Secretary can spend money on office needs—like rent outside Washington, D.C., printing, phones, books, furniture, travel, and other supplies—to run the chapter in Washington, D.C., and elsewhere.
