Orders by the Secretary that do not require someone to pay money must say when they start. The start date must be a reasonable time set in the order, and it must be at least ten days after the order is issued. The order stays in effect until the Secretary changes it or until the time the order sets, unless the Secretary or a court suspends, changes, or cancels it. If the Secretary properly issues an order, it stands as final. But a commission merchant, dealer, or broker who is named in the order can ask a court that has authority to cancel the order or stop it from taking effect. That court request must be made before the order’s start date.
