The Secretary can make the rules and orders needed to carry out this chapter and can work with federal, state, territorial, local governments, their agencies, or with private people to do so. The Secretary may hire and fire staff and set their pay as allowed by law, and may spend money for office and administrative needs (rent outside the District of Columbia, printing, communications, books, furniture, equipment, travel, reporting services, and similar costs) from the Perishable Agricultural Commodities Act fund under section 499c(b), any additions to that fund, and any money Congress provides. Congress may also use Treasury money not already set aside to fund these purposes. Other federal or state laws on the same topics stay in effect unless they directly conflict with this chapter.
