The Secretary can make rules and hold hearings needed to carry out the chapter. He can work with other federal agencies, state or local governments, businesses, trade groups, and any person or organization, even if they operate in more than one place. He can hire, suspend, remove, and set pay for officers, employees, and licensees so long as other laws are not broken. Seasonal inspectors and supervisors who work six months or less in any twelve-month period may be appointed without following chapter 51 and subchapter III of chapter 53 of title 5. The Secretary may spend money for things needed to run the chapter, like rent outside the District of Columbia, printing and communications, books and publications, office and lab equipment, travel, furniture, supplies (including tobacco used to prepare and demonstrate standards), reporting services, and similar expenses in the District of Columbia and elsewhere. Congress may appropriate whatever sums from the Treasury are needed.
