The Secretary of Agriculture can give a license to anyone who shows they can sample cotton properly. The Secretary can suspend or cancel a license if the sampler is incompetent, intentionally or carelessly samples wrong, breaks rules that apply to them, or misuses the license. The Secretary can set rules for issuing licenses, require a bond to make sure samplers do their job, and decide how cotton must be sampled for classification.
