The United States must promote its farm exports at competitive prices and make sure they are good quality and reliably available. It must support free and fair trade and back the negotiating goals in section 2901(b) of title 19 to remove or reduce major trade barriers. The government may use its legal powers, export programs, and, if needed, limits on imports to fight unfair foreign trade. It must also increase U.S. agricultural input when national fiscal and monetary policies that affect trade are made.
