The Secretary must create a plan to run federal farm export programs that uses new market chances. The plan must take into account trade deals like the North American Free Trade Agreement and the Uruguay Round Agreements, any new World Trade Organization members, growth in the Pacific Rim, and other changes. The plan must help keep, grow, and expand markets for U.S. farm products, including higher-value and value-added foods. The plan’s goals are to raise the dollar value of U.S. farm exports each year, grow faster than world farm exports, raise high-value and value-added exports each year, and grow those faster than the world rate. It must also make sure Uruguay Round agricultural commitments that increase market access are put into effect or that U.S. laws are used to protect U.S. rights. Each year the Secretary must pick priority markets where imports or U.S. export potential are highest, and the President must list the Foreign Agricultural Service overseas offices that help exporters in those markets in the annual budget.
