Require the Secretary of Agriculture to, for each commercial export-promotion program, set rules for approving proposals; create a central system where the Foreign Agricultural Service keeps each proposal’s history and current status; run regular audits to check compliance; and set loan-eligibility criteria so the Commodity Credit Corporation avoids undue risk. The central system must let users retrieve a proposal’s status by categories the Secretary picks.
