The Secretary must create a Federal-State matching grant program to give money to States to start or improve sustainable agriculture research, extension, and education programs. States can use the grants for things like research and demonstration projects, education and outreach for farmers and the public, technical help for farmers and ranchers, farmer-to-farmer exchanges, new research and teaching programs, adding sustainable agriculture to college courses, and other activities that fit the State's needs. To get a grant, a State must send a plan and schedule to the regional council and the Secretary and get them approved. The plan must describe the program for fiscal years 1991 through 1995, or any other 5-year period, and show where the State’s matching funds will come from. The plan must show farmers will participate directly and in large numbers in making, running, and evaluating the program. Grants may pay up to 50 percent of program costs for up to 5 years. The State must provide at least 50 percent of the costs from State appropriated funds, other State revenue, or private contributions.
