The Secretary must charge a reasonable fee for inspecting and certifying the grade, quality, or condition of apples. The fee should, as nearly as possible, cover the cost. If suitable cooperative arrangements with the Secretary or his representative cannot be made, those fees may be held until spent to pay for the service, and the usual limits on buying or keeping motor-driven passenger vehicles do not apply. Certificates signed by authorized agents of the United States Department of Agriculture are accepted in U.S. courts as initial proof of the truth of what they state.
