The Secretary must give grants to State departments of agriculture to start, expand, or keep stress-help programs for people who farm, ranch, or work in related jobs. Grants can fund programs that meet the listed program rules and any State programs that were running on December 27, 2020. The Secretary must make awards within 60 days after December 27, 2020, using money set aside for this purpose, and may give no more than $500,000 to any one State. A total of $28,000,000 is provided from the Treasury and stays available until spent. To get a grant, a State must send a plan that describes each activity, the money needed for each, a timeline, the total requested, and a promise to file a report later. The Secretary must issue guidance on plans and how money is divided within 20 days after December 27, 2020. If money remains after first awards, the Secretary will tell States with plans and reallocate funds fairly. The Secretary may encourage funding for programs run by tribes, cooperative extension services, or nongovernmental groups. States that get grants must report, within 180 days after the COVID–19 public health emergency ends, what they did, how much they spent for each activity, and how many people were helped. "State" here means a State, the District of Columbia, Puerto Rico, and other U.S. territories or possessions.
