The Secretary must set up a natural products research program inside the Department. The program will coordinate research on natural products. That includes finding and developing bioactive products and agrichemicals from plant, marine, and microbial sources to help human health and farming, studying plant sources, how they are made, their chemistry and biological traits, and other research priorities the Secretary chooses. The Secretary must use a peer‑review process under section 7613 to judge research and approve funding based on merit, quality, and relevance. Money from the program cannot be used to build, buy, expand, or remodel buildings or pay related site or architect costs. Congress authorized $7,000,000 to be appropriated for each fiscal year 2014 through 2023 to carry out the program.
