The Secretary can make rules and orders, require reports, and work with federal, state, territorial, local agencies, or any person to carry out this chapter. The Secretary can hire and fire staff and set their pay as allowed by other laws, and spend money for office needs (including rent outside the District of Columbia, printing, phones, law books, travel, and reporting services) when Congress provides funds. Other federal or state laws on the same topics stay in effect unless they conflict with this chapter.
