Plans under this law can include several optional rules about how pecans are handled, promoted, and paid for. They can let the Board exempt pecans used for nonfood purposes and require safeguards for those exemptions. They can set different payment and reporting schedules for people and businesses that grow, shell, handle, or import pecans. Plans can run promotion, research, and information programs to try to increase overall demand for pecans, following other funding limits. Plans can also save reserve money from fees to keep programs going in low-income years, but the reserve cannot be more than the plan’s two-year budget. With the Secretary’s approval, plan funds may be used to develop and expand pecan sales in foreign markets.
