The Secretary can do any investigations needed to run this law or to find out if someone broke a rule, plan, or regulation under it. To investigate, the Secretary can make people swear to tell the truth and can issue subpoenas to require records from anywhere in the United States. At administrative hearings under sections 6008 or 6009, the person running the hearing can also swear witnesses, subpoena and force their attendance, take evidence, and demand records from anywhere in the United States. If someone ignores a subpoena, the Secretary can ask a federal court where the person lives, does business, or where the investigation is happening to enforce it. The court can order the person to comply, and failing to obey that order can be punished as contempt. Legal papers may be served where the person lives, works, or is found. Hearings under sections 6008 or 6009 must be held in the federal district where the person lives or has their main business.
