The Secretary must stop or pause any plan or part of a plan if the Secretary decides it gets in the way of the law’s goals. If a referendum shows a majority of the growers, grower-shellers, and importers who vote want the plan suspended or ended, the Secretary must, within 6 months, stop collecting assessments and must wind down the plan’s activities in an orderly way as soon as possible. A plan that is suspended or ended is not treated as a plan under the law.
