The Secretary of Agriculture may sell cotton he holds under this law. He may make option contracts with producers to sell to or for them, set amounts, prices, and terms, and allow transfers. Assignments made before January 11, 1934, for options exercised before January 18, 1934, are valid if found honest, for full value, and not fraudulent or speculative. He may publish needed information to administer the law.
