Money is allowed each year as needed to carry out this chapter. For the national organic program, Congress provided specific amounts: $15,000,000 for fiscal year 2018; $16,500,000 for 2019; $18,000,000 for 2020; $20,000,000 for 2021; $22,000,000 for 2022; and $24,000,000 for 2023. The Secretary must create or update one system to collect numbers on every organically produced agricultural product imported into the United States. The system must make trade documents trackable to the port of entry, for example by using electronic exchanges, and must be available to agencies that inspect imports, gather trade data, or enforce organic trade rules. From Commodity Credit Corporation funds, the Secretary must provide $5,000,000 for fiscal year 2019, $1,000,000 for fiscal years 2024 and 2025, and $5,000,000 for fiscal year 2026 to build and maintain the database and prior upgrades. Those amounts are extra to other funds and stay available until spent.
