Create an Office of Homeland Security inside the Department and put an Executive Director in charge. Agriculture and food defense means actions to stop, protect against, respond to, or recover from natural, accidental, or intentional threats to the food and farm system. The Executive Director must be the Secretary’s main adviser on homeland security and food/agriculture protection, coordinate the Department’s policies, budgets, and oversight on those issues, work with other federal agencies and share data, collect and share early-warning information about threats to food and farm infrastructure, help develop intelligence products with the Director of National Intelligence, run and improve preparedness exercises, and write a Department-wide strategic coordination plan. The Secretary must also set up an interagency program with the intelligence community and state fusion centers to exchange people and information to improve defense of the food and agriculture sector, and may use one or more agreements or contracts with federal, state, or local partners or other authorities to do so.
