Create and keep an independent Office of Risk Management inside the Department. The Office must oversee the Federal Crop Insurance Corporation; run and supervise all programs under the Federal Crop Insurance Act, including local delivery; handle pilot programs about revenue insurance, risk‑management savings accounts, or using the futures market to manage farm risk and income; and perform other duties the Secretary assigns. The Office is led by an Administrator the Secretary appoints, who also serves as Manager of the Federal Crop Insurance Corporation. Some support services (like human resources, public affairs, and legislative affairs) can be combined under the Under Secretary of Agriculture for Farm Production and Conservation, but the Secretary must give the Office enough staff and money to do its work quickly and well.
