The Secretary must create a job in the Department called the Agricultural Youth Organization Coordinator. That Coordinator must promote youth-serving groups and school-based agricultural education, help young people learn about jobs across agriculture, connect these groups with Department programs and internship chances, report on efforts to work with youth groups, give youth information about program availability and eligibility (with special focus on beginning farmer and rancher programs), help them apply, and speak up for them when dealing with Department employees. To do this work, the Coordinator must consult with the cooperative extension and the land-grant university systems and may make agreements or contracts with Agricultural Research Service research centers, cooperative extension and land-grant systems, non-land-grant colleges of agriculture, or nonprofit groups to fund small-farm research, make educational materials, run workshops and certified training, provide mentoring, or offer internships.
