Defines key words used in this part of the law. "Adverse decision" means an agency officer, employee, or committee made a decision that harms a participant; it includes refusing equitable relief or not acting on a participant’s request, but not decisions that the Board of Contract Appeals handles. "Agency" means any Department office the Secretary names and specifically includes the Farm Service Agency, Commodity Credit Corporation (domestic programs), Farmers Home Administration, Federal Crop Insurance Corporation, Rural Development Administration, Natural Resources Conservation Service, and certain State, county, or area committees. "Appellant" is a participant who appeals. "Case record" is all materials the Secretary keeps about the adverse decision. "Director" is the Division’s Director. "Division" is the National Appeals Division. "Hearing officer" is a Division employee who hears appeals. "Implement" means carry out a final Division decision within 30 calendar days after it takes effect. "Participant" is defined by the Secretary in regulation.
