The Secretary of Agriculture must create a nationwide order that applies to people and businesses that raise, feed, import, handle, or buy sheep and sheep products. No more than one such order can be in effect at a time. The Secretary or a producers’ association can propose an order. If producers ask for one, the Secretary must publish a proposed order within 60 days and allow public comment. After comments, the Secretary must issue the order within 180 days of publication. The order only starts if producers, feeders, and importers approve it in a referendum under section 7105. The Secretary can change the order later.
