Defines key words used in the chapter. "Agricultural Act of 1949" (except in section 7301) means the 1949 Act as it existed before the suspensions under section 7301(b)(1). "Considered planted" means land counted as planted under title V of that Act, plus any other land the Secretary finds fair. "Contract" or "production flexibility contract" means a contract made under section 7211. "Contract acreage" means the crop acreage bases for contract commodities under title V that would have applied to the 1996 crop but for the suspension in section 7301(b)(1). "Contract commodity" means wheat, corn, grain sorghum, barley, oats, upland cotton, and rice. "Contract payment" means a payment under this subchapter tied to a contract. "Department" and "Secretary" mean the Department of Agriculture and its Secretary. "Extra long staple cotton" means certain Barbadense-type cotton (or similar types) grown where upland cotton is unsuitable and ginned on roller gins or other gins if authorized by the Secretary. "Farm program payment yield" means the yield set for the 1995 crop under section 505 of the 1949 Act; the Secretary must adjust that 1995 yield to reflect any extra yield payments under subsection (b)(2). "Loan commodity" means the contract commodities, extra long staple cotton, and oilseeds. "Oilseed" includes soybeans, sunflower, rapeseed, canola, safflower, flaxseed, mustard, and other oilseeds the Secretary names. "Producer" means an owner, operator, landlord, tenant, or sharecropper who shares production risk and the crop; hybrid seed contracts do not change that determination. "State" includes each State, the District of Columbia, Puerto Rico, and other U.S. territories or possessions. "United States" in a geographic sense means all of the States.
