For the 1996 through 2002 crops, the Secretary must offer nonrecourse marketing assistance loans to producers for loan commodities grown on their farms. The loans must follow rules the Secretary sets and use the loan rates in section 7232. Eligible production includes crops on farms with eligible cropland under a production flexibility contract for contract commodities, and any production of extra long staple cotton and oilseeds. Borrowers must follow the conservation and wetland protection rules in subtitles B and C of title XII of the Food Security Act of 1985 (16 U.S.C. 3811 et seq.; 16 U.S.C. 3821 et seq.) while the loan is active. The Secretary must also run the program so that combining a farm with another farm that lacks eligible cropland under a production flexibility contract does not cause extra spending under this subchapter.
