Sets up an 11-member Commission and says who picks each person. The President picks 3 members. The House Agriculture Committee chair picks 4 members after consulting the committee’s top minority member. The Senate Agriculture, Nutrition, and Forestry Committee chair picks 4 members after consulting that committee’s top minority member. At least one appointee from each of those three groups must be mainly involved in production farming. Other members must have experience in farm production, marketing, finance, or trade. Members serve as long as the Commission exists. Vacancies do not stop the Commission and are filled the same way as the original appointment. All members must be appointed by October 1, 1997, and the Commission must meet for the first time 30 days after six members are appointed. The House and Senate Agriculture Committee chairs together must pick the Commission chair from among the members.
