Commission members must serve without pay but can get travel costs and per diem when doing commission work, as allowed by section 5703 of title 5. The Commission must hire a staff director who can be paid up to the top rate set in section 5376 of title 5. It may also hire other professional and clerical staff as needed and not follow the usual federal competitive hiring rules in title 5, including chapter 51 and subchapter III of chapter 53. Other staff cannot be paid more than the GS‑15 top rate. If the chairperson asks, any federal agency head must temporarily assign staff to the Commission without charging money. Those detailed employees keep their civil service status and other job rights while assigned.
