Gives short, plain meanings for words used in the subchapter. Board means the National Canola and Rapeseed Board created under the law. Canola and rapeseed mean any brassica plant grown in the United States to make an oilseed whose oil is used for food or nonfood purposes. Canola or rapeseed product means any product made, in whole or in part, from canola or rapeseed. Commerce means trade across state lines, with other countries, or within a state. Conflict of interest means a Board member has a direct or indirect financial interest in a business that deals with the Board. Consumer information means facts that help people decide to buy, prepare, or use canola or related products. Department means the Department of Agriculture. First purchaser means the person who buys a producer’s crop, except when the Commodity Credit Corporation takes the crop as loan collateral under its price support loan program. Industry information means programs or data to build markets, improve marketing or efficiency, or boost the industry’s image. Industry member means someone who represents canola product makers or people who buy or sell canola commercially. Marketing means selling or otherwise moving canola or its products in trade. Order means an order issued under the subchapter’s rules. Person means an individual, partnership, corporation, association, cooperative, or other legal entity. Producer means someone who grows canola or rapeseed in the United States and owns or shares ownership and the risk of loss. Promotion means actions like paid ads, technical help, or trade services to improve image or encourage use or sale. Research means tests or studies to improve image, marketability, production, product quality or nutrition, including work to find export barriers. Secretary means the Secretary of Agriculture. State means the 50 States, the District of Columbia, and Puerto Rico. United States means the 50 States, the District of Columbia, and Puerto Rico.
