To receive commodities, a State must send the Secretary a plan for how it will operate and run the program. If the State wants to change how a program in that plan works, it must send an amendment to the Secretary for approval. Each plan must name the State agency that will distribute the commodities, explain how the State will get the commodities out quickly, set rules for which recipient agencies can get them, and set rules for which individuals or households qualify (they must be needy and live in the area served when they apply). A State may include plans for one or more projects with one or more emergency feeding organizations to handle donated commodities under section 7507(d). The plan must also explain how emergency feeding organizations or eligible recipient agencies can give input on what commodities are needed or preferred, which can include using a State advisory board. The Secretary should encourage States to create a State advisory board with public and private groups involved in distribution.
