Title 7 › Chapter CHAPTER 102— - EMERGENCY FOOD ASSISTANCE › § 7512
The Secretary must write rules within 30 days to carry out this program. The Secretary must keep rules, recordkeeping, and paperwork for eligible recipient agencies as light as possible. As early as possible, and no later than the start of each fiscal year, the Secretary must publish in the Federal Register an estimate of the kinds and amounts of commodities likely to be available that year. The actual commodities may be different from those estimates. The rules must explain when payments will cover lost commodities if there is no evidence of negligence or fraud, and must consider the needs of emergency feeding groups. The Secretary may issue final rules without first asking for public comment to carry out sections 7514 and 7515, but must allow public comment afterward, consider those comments, and make changes if needed not later than 1 year after September 19, 1988. Final or revised rules must include a statement of their basis and purpose.
