The Agriculture Secretary can set up a competitive grant program to pay for projects that combine research, education, and extension work in farming and food. Colleges and universities, 1994 Institutions, and Hispanic-serving agricultural colleges and universities can get these grants if Congress provides money. Grants must focus on U.S. agriculture priorities the Secretary agrees on with the Advisory Board. Each grant can last up to 5 years. If a grant mostly helps one specific commodity, the recipient must provide non‑Federal matching funds at least equal to the grant. Matching can include in‑kind support or funds from commodity promotion or research programs. The Secretary can waive the match if the work will help many commodities or if it involves a minor commodity with important science and the recipient cannot meet the match. Funding is authorized as needed for each fiscal year 1999 through 2023.
