The Secretary of Agriculture must have the Animal and Plant Health Inspection Service (APHIS) make a national plan to control and manage Sudden Oak Death, the forest disease caused by Phytophthora ramorum, if money is available. The plan must use USDA survey and host-identification information, review past and current research and control efforts (including quarantine and hazardous fuel reduction), and describe future actions with cost estimates. The Secretary must consult other federal agencies with relevant expertise and finish and begin using the plan as soon as possible after Congress first provides the authorized funding. Congress may provide whatever funds are necessary.
