Gives U.S. district courts and certain territorial courts the power to hear cases under this chapter. That includes U.S. district courts, the District Court of Guam, the District Court of the Virgin Islands, the highest court of American Samoa, and courts in other U.S. territories and possessions. A case can be filed and legal papers served in the district where the violation happened or is about to happen, or where the person accused lives, is found, does business, is licensed, or is incorporated. This rule does not apply to civil penalties under section 7734(b).
