The Secretary can buy or keep real or personal property needed for special purposes. The Secretary can hire people, give grants, and make contracts, cooperative agreements, memoranda of understanding, or other agreements to carry out this chapter. The Secretary can pay tort claims (claims for injury or damage) that happen outside the United States and are tied to activities allowed under this chapter, in the way authorized by the first paragraph of 28 U.S.C. 2672. A claim will not be allowed unless it is given in writing to the Secretary within 2 years after the claim accrues.
