Creates a fee-funded program to promote and study Hass avocados and to grow their markets. Congress found that Hass avocados are an important, healthy food eaten by millions, that most U.S. commercial Hass avocados are grown in California, that they move in interstate and foreign trade, and that imports have risen. Congress said markets that existed on October 28, 2000, should be kept and new markets or uses should be developed so the industry stays strong. The law lets producers and importers pay an assessment (fee) on Hass avocados sold in the United States to pay for promotion, research, and market and consumer information. It does not let the program control how many avocados people grow or stop anyone from producing, handling, or importing them.
