First handler — a person in the U.S. marketing chain who sells Hass avocados for domestic use and must pay assessments; this includes importers or producers who sell directly to consumers. Exempt handler — a first handler whose avocados were already assessed. Importer — someone who brings Hass avocados into the United States. Industry information — programs to improve processing, markets, marketing, and the image of Hass avocados. Order — the Hass avocado promotion, research, and information order. Person — any individual or legal entity. Producer — someone who commercially grows Hass avocados and owns or shares the crop and its risk. Promotion — actions like ads and publicity to boost sales and image. Research — studies about marketing, use, quality, nutrition, or ways to improve the avocado’s marketability. Secretary — the Secretary of Agriculture.
