The Secretary of Agriculture must do a full economic study of how the national dairy policy affects the dairy sector and people. The study must look at direct and indirect impacts on (1) farm price stability, farm profit and survival, and local rural economies; (2) child, senior, and low-income nutrition programs, including effects on schools, institutions, and program recipients; and (3) wholesale and retail prices of fluid milk, dairy farms, and how milk is used. The Secretary must send a report on the study to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate not later than 1 year after May 13, 2002. The law defines “national dairy policy” to cover: Federal milk marketing orders (rules that help set milk prices); interstate dairy compacts (agreements among states, including bills H.R. 1827 and S. 1157 from the 107th Congress); over-order premiums and State pricing programs (extra price charges and state price rules); direct payments to milk producers (payments to farmers); the Federal milk price support program under section 7981; and export programs for milk and dairy products, such as the dairy export incentive program under section 713a–14 of title 15.
