Defines key words used in the chapter about animals, pests, diseases, and moving animals or materials in and out of the United States. Animal — any nonhuman animal. Article — a pest, disease, or any thing that can carry them. Disease — as the Secretary of Agriculture defines it. Enter — to move something into U.S. commerce. Export — to move something from inside the U.S. to outside its territorial limits. Facility — any building or structure. Import — to move something from outside the U.S. to inside its territorial limits. Indian tribe — has the meaning given in section 5304 of title 25. Interstate commerce — trade between states or within D.C. or U.S. territories. Livestock — farm-raised animals. Means of conveyance — property used to move other property (vehicles, containers, etc.). Move — to carry, send, receive for shipment, release, offer, help with, or allow those actions. Pest — any organism or agent that can harm or cause disease in livestock (for example microbes, parasites, plants, arthropods, prions, vectors, and similar organisms). Secretary — the Secretary of Agriculture. State — any State, the District of Columbia, Puerto Rico, Guam, the Northern Mariana Islands, the Virgin Islands, or any U.S. territory or possession. "This chapter" — except in this section, also includes rules or orders the Secretary issues under the chapter. United States — means all of the States. Veterinary countermeasure — any product or equipment (like vaccines, tests, drugs, disinfectants, or similar items) used to prevent, detect, respond to, or reduce harm to animals or public health from animal pests or diseases.
