The Agriculture Secretary can make cooperative agreements with eligible groups to run projects under the national aquatic animal health plan (authority: 7 U.S.C. 8310). These projects are to find, control, or eliminate diseases in farmed fish and other aquaculture species and to promote species-specific best management practices. To get an agreement, the group must pay its share of the project cost as set by the Secretary; that share can be cash or in-kind. The group must follow the disease and species best practices for the project. The Secretary may use powers under the Animal Health Protection Act (7 U.S.C. 8301 et seq.), such as detecting, controlling, or eradicating pests and diseases and paying claims for destroyed animals or equipment. Eligible entity = a State, a local government, an Indian tribe, or another group the Secretary approves.
