Title 7 › Chapter CHAPTER 109A— - CONTROL OF WILD ANIMALS › § 8356
The Secretary of the Interior, through the U.S. Fish and Wildlife Service, can give permits that let livestock producers remove or kill black vultures or common ravens to protect animals during calving or lambing. Those permits are only for producers in states or regions the Secretary finds were affected in the past year. Permit holders must report any birds they remove to the proper enforcement agencies. Through fiscal year 2030, the Secretary, working with states, will run a black vulture livestock protection program that lets one public agency or one Farm Bureau group in each state hold a statewide depredation permit to protect commercial livestock. Permit holders must show they have the needed experience, submit an approved application, follow permit rules, collect and report required information, and may issue subpermits to producers. The Secretary and the Secretary of Agriculture (through APHIS) will study whether allowed take levels for subpermittees can be raised within biologically sustainable limits. A report on the program and that study must be sent to the listed congressional committee leaders not later than 1 year after December 23, 2024.
