Title 7 › Chapter CHAPTER 30— - ANTI-HOG-CHOLERA SERUM AND HOG-CHOLERA VIRUS › § 852
After notice and hearing, the Secretary of Agriculture may enter marketing agreements with manufacturers and others who handle anti-hog-cholera serum and virus when that handling involves or affects interstate or foreign commerce. Such persons are called "handlers," and those agreements do not break U.S. antitrust laws.
