The Secretary may change peanut loan rates to account for differences like grade, type, quality, location, and other factors. Those changes must, as much as possible, keep the average loan level equal to the support level set elsewhere in the law. The Secretary can set county-by-county rates so the lowest is 95 percent of the national average only if doing so does not increase spending. Any adjustments must not raise the national average loan rate for any year.
