The Secretary must create rules within 180 days after the law is passed. The rules must explain when payments can be made in the name of a deceased person to allow an estate to be settled, and must stop payments to or for dead people who were not entitled to them. At least twice each year, the Secretary must check recipients’ Social Security numbers with the Social Security Administration to see if they are still alive.
