The Secretary of Agriculture must make sure all USDA geospatial data are standardized and easy to move between systems. "Agricultural operation" means growing, producing, and selling farm products and livestock. USDA staff, contractors, and partners may not share information a farmer or landowner gives to join USDA programs about their operation, practices, or land, nor the geospatial data tied to that information. The Secretary may share it with people or government partners who are working with USDA to give technical or financial help, or to respond to a disease or pest threat if the Secretary finds that sharing is needed. Allowed exceptions also include payment details that law permits (including names and addresses of payment recipients), data turned into anonymous statistics, or information shared with the producer’s consent. Consent cannot be required to get program benefits. Sharing does not remove legal protections like trade secrets.
