The Secretary can inspect and copy any papers or records from people covered by this chapter. The Secretary can issue subpoenas to make people come and testify or to produce documents, can make witnesses swear an oath, question them, and accept evidence. Subpoenas can require attendance anywhere in the United States at a set hearing. If someone disobeys, the Secretary can ask the listed courts for help to force compliance. Those courts can order people to appear, give documents, or testify, and can punish failure to obey as contempt. Witnesses get the same fees and travel pay that federal court witnesses receive, and depositions get like fees. If a person willfully refuses to obey a lawful subpoena or order and could comply, they commit a misdemeanor punishable by up to 1 year in jail, a fine up to $10,000, or both. Cases under this chapter go to U.S. district courts, the District Courts of Guam and the Virgin Islands, the highest court of American Samoa, and the courts for other U.S. territories and possessions.
