The Secretary of Agriculture must set up a competitive grant program to support research and development of qualified agricultural countermeasures. The Secretary can choose not to require competition if two things are true: a plant or animal disease emergency has been declared under the Plant Protection Act or the Animal Health Protection Act, and skipping competition would speed up creating the needed countermeasure, as the Secretary decides. Congress authorized money for this program: $50,000,000 for each fiscal year 2008 through 2013, and $15,000,000 for each fiscal year 2014 through 2023.
