The Secretary must create a competitive grant program to help develop teaching programs in agriculture, veterinary medicine, and related fields so more people learn agricultural biosecurity. Grants can only go to accredited veterinary schools or to college departments that mainly focus on comparative medicine, veterinary science, or agricultural biosecurity. Grants will favor applicants that can train more veterinarians or advanced-degree workers in biosecurity, grow research in biosecurity, or fill critical biosecurity job shortages outside the federal government. Grant money may pay for equipment and other capital costs to expand teaching and postgraduate or concurrent veterinary training, and other capacity or infrastructure costs the Secretary approves. Money cannot be used to build, renovate, or repair buildings. Funding authorized: such sums as are necessary for fiscal years 2008 through 2013, and $5,000,000 for each of fiscal years 2014 through 2023, each amount available until spent.
