The Secretary may take and use unpaid help from federal, state, and local officers and employees. The Secretary may hire and set pay for lawyers, engineers, and experts. The Secretary may also, while following civil-service rules, hire other staff and give them duties as needed. Using money provided under section 906, the Secretary may pay for necessary costs — covering eight types of expenses, including pay for services; supplies and equipment; law and reference books and periodicals; travel and rental costs; vehicle costs; and printing.
