Title 7 › Chapter CHAPTER 116— - NATIONAL BIO AND AGRO-DEFENSE FACILITY › § 9205
The Secretary of Agriculture, the Secretary of Homeland Security, and other relevant federal agency heads must work together to send an integrated budget plan for defending and protecting the U.S. food supply to the Director of the Office of Management and Budget when they send their budget submissions, as required by Homeland Security Presidential Directive 9. Within 60 days after the President submits the U.S. Government budget, those same officials must send Congress a report describing that integrated plan, which must be consistent with the President’s budget and include the operation and use of the National Bio and Agro-Defense Facility.
